The aim of this paper is to verify the impact of the municipality’s secession in public expenditures and its relation to the economies of scale. Based in a Differences-in-Differences methodology and analyzing the period 1991-2000, is shown that those municipalities that suffered an emancipatory process increased their per capita capital expenditures by 31.9%. This result was robust to different forms of selection bias. In addition, we show evidence that this increase in expenses is associated with reduced economies of scale, since the municipalities became smaller.
